UPI has transformed the way India pays. From roadside tea stalls and vegetable vendors to shopping malls and online purchases, millions of people use UPI every day without paying any transaction fee. Naturally, reports suggesting that UPI payments may soon become chargeable have created widespread confusion.
However, the claims circulating on social media do not present the complete picture. There is no proposal to charge every UPI transaction, and the government has not taken a final decision on introducing any such fee.
Why Is UPI Charging Being Discussed?
The discussion began after the Taxation and Other Laws (Amendment) Bill was introduced in Parliament by Finance Minister Nirmala Sitharaman. The Bill seeks to remove the legal restriction that currently prevents banks and payment service providers from charging a Merchant Discount Rate (MDR) on certain digital payment modes, including UPI.
The proposed amendment does not automatically impose charges. Instead, it gives the government the flexibility to introduce MDR in the future if considered necessary.
Will Every UPI User Have to Pay?
The simple answer is No.
According to government officials, small-value UPI payments and Person-to-Person (P2P) transfers are expected to remain free. Whether you’re sending money to a friend, paying your milkman, buying groceries, or paying an auto-rickshaw driver, these transactions are unlikely to attract any fee.
Officials estimate that nearly 95% of all UPI transactions would continue without any charges, meaning the overwhelming majority of users may never notice any change.
Who Could Be Affected?
The proposal mainly concerns merchant transactions exceeding ₹2,000.
For these payments, the government is considering allowing banks and payment service providers to levy a Merchant Discount Rate (MDR) ranging from 0.25% to 0.4%.
Importantly, MDR is a fee generally paid by merchants for processing digital payments. Whether this cost would eventually be passed on to customers would depend on individual businesses and future government guidelines.
Merchants May Bear the Cost
Even if MDR is introduced, experts believe many businesses could choose to absorb the fee themselves rather than charge customers extra.
Large retailers often treat payment processing costs as part of their operating expenses, while smaller merchants will decide based on competition and customer expectations. As a result, many consumers may continue using UPI without seeing any visible change.
RBI Governor Urges Patience
RBI Governor Sanjay Malhotra has urged people not to jump to conclusions, saying it is too early to comment on how any potential charges would be implemented.
He pointed out that maintaining and upgrading India’s world-class digital payments infrastructure comes at a significant cost. According to him, someone within the ecosystem ultimately bears that expense, even if customers do not directly see it.
However, he did not indicate that users would be required to pay transaction charges.
No Timeline, No Final Decision
Government officials have clarified that discussions are still ongoing, and no final decision has been made on whether MDR will be introduced, how it will be implemented, or when it could come into effect.
Until an official notification is issued, UPI users can continue making payments as usual.
